If you find that the investigation or prosecution wasn't successful, try to have the dump cleaned up. This way, subsequent dumping will be easier to define and identify. Sooner or later, the law will catch up with the dumper. And if more people like you are involved, and stay involved, that will happen sooner.
By all means, don't get discouraged. Every time someone appears in court or is questioned by an enforcement agent, they get the message that littering and dumping are illegal and that someone is watching. This may be enough to change some individuals' behavior.
